6Method and sources

Method. This follows the workbook Suitability Analysis Workflow & Parameters, which uses the Permen PU 20/2007 land capability method (SKL). Each dataset is scored 1 (worst) to 5 (best) with the Normalized Datasets table. Each SKL is the rounded mean of its inputs. Development capability is Σ (SKL class × weight) over SKL 1–9, split into classes a–e by equal intervals (32–58, 59–83, 84–109, 110–134, 135–160 with workbook weights). Accessibility is the same sum over SKL 10–12. Final suitability is capability + accessibility, also split into five equal-interval classes. Water bodies are excluded.

Main source – Satu Peta Sistem Lahan 1:50K (RePPProT land systems, layer 28):
- Morphology: relief class Flat → Datar, Undulating → Bergelombang, Rolling or Hillocky → Perbukitan landai, Hilly → Perbukitan sedang, Mountainous → Perbukitan terjal. Physiography is used where the relief class is missing.
- Geology (rock hardness): induration combined with rock type. Hard plutonic or metamorphic rock → sangat tinggi, other hard rock → tinggi, mixed → sedang, soft or loose → rendah.
- Annual rainfall.
- Dominant soil, mapped from USDA classes to PPT classes.
- Erosion degree: none → 5, slight → 4, moderate → 3, severe → 2, extreme → 1. It's used only where the erosion hazard map below has no value.
- Soil permeability, used as a lithology fallback.
Land-system polygons are landscape units, typically tens to thousands of hectares, so a small site often falls in one unit.
Erosion: Satu Peta – Peta Rawan Erosi (KLHK, KEHUTANAN layer 14). Its klas_erosi classes (≤ 15, 15–60, 60–180, 180–480, > 480 t/ha/yr) are the workbook's own erosion classes.
Planned settlement and industry (SKL 11): Satu Peta – Perda RTRW Kabupaten/Kota pola ruang (PERENCANAAN_RUANG layer 12), with provincial RTRW (layer 14) where a regency has none. Zones named permukiman, perkotaan or perdesaan count as settlement; industri zones count as industry. Existing settlements and estates are added to them.
Fallbacks where the land system has no value: DEM landform slope for morphology, Peta Geologi 1:100K, Peta Curah Hujan, and Lahan Kritis for erosion. Some regions leave fields empty or coded: soil is "Not known" across most of Java, and some Sulawesi and Nusa Tenggara soils are stored as bare numbers.
Elevation and slope: AWS Terrain Tiles (SRTM-based, ~30 m), per cell, standing in for DEMNAS. The land system only gives a slope class per polygon.
Lithology: Satu Peta – Hidrogeologi Litologi Akuifer, field kelulusan (rendah, sedang, tinggi).
Aquifer productivity: Satu Peta – Hidrogeologi Produktivitas Akuifer. The land system only records groundwater quality.
Existing land use: Satu Peta – Penggunaan Tanah 10K, 25K and 50K, finest available.
Hazards: BNPB InaRISK hazard indices at 100 m: flood, flash flood, extreme weather, extreme waves and abrasion, earthquake, forest and land fire, drought, liquefaction, tsunami. The index is classed as low below 0.33, medium to 0.66, high above that; no value counts as not prone.
Transport and facilities: roads (motorway–tertiary), terminals, schools (SD, SMP, SMA by name), puskesmas, hospitals and places of worship come from OpenStreetMap. National and toll roads, ports, airports and industrial estates also come from Satu Peta. If OSM is unreachable, the inputs it alone supplies count as no data rather than as far away. Settlements are OSM residential land use, places and Satu Peta settlement land use. The workbook uses planned RTRW locations; this uses existing ones.

Limits. It's a screening tool. Datasets are 1:50K–1:250K, so boundaries are approximate at cell scale. Planned RTRW facilities, DEMNAS, KLHK ecoregions and BBSLDP soils aren't public web services, and the stand-ins above replace them. Check land status, zoning and ground conditions on site.
